About the Position: Serves as a Transportation Specialist for a Military Surface Deployment and Distribution Command Brigade. Independently plans, coordinates, directs, documents, controls, and expedites the movement of cargo through terminals within the area of responsibility.

Duties

Provide customer service/systems training to commercial and military shippers on technical transportation requirements. Provide technical advisory assistance on transportation practices and traffic patterns pertaining to freight which moves through the Area of Responsibility. Coordinate areas as data capture, cargo documentation and cargo handling to improve efficiency within the Defense Travel System and carrier performance. Serve as the primary point of contact for all Marine Cargo tasks to include stow plan verification, cargo reception, cargo compatibility, coordination with Coast Guard and Agriculture and container and piece counts. Coordinate with other entities to ensure training and development of operational plans necessary to meet contingency readiness movement requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • If appointed as a Contract Officer Representative (COR), employee is required to (at a minimum) complete the following on-line courses: CLC222, CLC106, and CLM003. CORs must also obtain 40 hours of continuous training ever 2 years.
  • The incumbent of this position must be capable of deploying to foreign and domestic ports with short notice. It is expected that deployment could occur as frequently as four times per year lasting between 7 to 120 days.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServicePhysical Distribution / Transportation OperationsPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
