About the Position: Serves as a Transportation Specialist in the Transit Services Activity, Cargo Operations Division, Military Ocean Terminal, Southport, NC. The mission of the Division is to plan, coordinate, direct, control and expedite the movement of cargo through the terminal.
Duties
Direct the movement of cargo to and from commercial conveyances.
Maintain accountability of incoming and outgoing cargo.
Coordinate with commercial truck drivers to support planned operations.
Serve as alternate Contracting Officer Representative and/or government timekeeper.
Prepare and provide reports in accordance with the stevedore contract, local regulations and/or standard operating procedures.
Monitor the stevedoring contract to ensure cargo operations are safe, equipment is operated efficiently, accurately, safely, and documentation is prepared accurately and timely.
Investigate cargo overages, shortages, damages and improper shipments to determine the cause for loss and or damage.
Authorize overtime, extra labor and order labor, and equipment to meet operational requirements, as provided by the stevedore contract.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent meet the requirements of Individual Reliability Program in accordance with Army Regulation 190-56 to include passing entry level and annual re-certification of the Physical Agility Test (PAT).
- This position requires the completion of a pre-employment Physical Examination and annually thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a mobility or rotation agreement as a condition of employment.
- This position has been designated "Key". The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Contracting Officer's Representative Course and DoD Ethics training must be completed in order to serve as the alternate Contracting Officer Representative.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Planning or coordinating the movement of cargo through various types of terminals; 2) Monitoring cargo operations for safety, efficiency, and accuracy; AND 3) Utilizing office automation to prepare reports for oral or written advice to concerned parties.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
