About the Position: Serves as a Transportation Planning Specialist within the Surface Deployment and Distribution Command (SDDC) at a Brigade level. Provides advice on cargo movement, data analysis and cargo accountability for a Brigade's AOR.
Duties
Prepare and maintain emergency plans in support of contingency and mobilization mission.
Write letters of instructions, warning, and mobilization, and on deployment, GCCS and readiness reporting matters.
Monitor Battalion Cargo Documentation Manifesting to ensure standards are maintained and timelines are met.
Serve as the Brigade Global Command and Control System site manager and Joint Operations Planning and Execution System operator responsible for planning, accomplishing, overseeing and coordinating administrative and operational requirements.
Conduct analysis of movements to detect trends and new requirements and determine their resulting impact on the Brigade and its workload.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is designated as emergency-essential (E-E). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of military operations.
- Incumbent is subject to recall during emergency and crisis situations and may be required to perform duties at home station or other designated locations.
- The incumbent of this position must be capable of deploying to foreign and domestic ports with short notice. It is expected that deployment could occur as frequently as four times per year lasting between 7 to 21 days.
- Work conditions sometimes require the incumbent to work outside during all types of weather. Incumbent must be able to board breakbulk ships, barges, and other type of vessels and be able to access all decks.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Preparing and maintaining emergency plans in support of mobilization, 2) Coordinating deployment operations and deployment training actions, 3) Providing data analysis on cargo movement, and 4) Assisting in coordinating administrative and operational requirements via automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
