This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management.
The primary purpose of this position is to serve as a Training Specialist for OBIM performing duties related to the management and administration of training programs.
Non-BU: This is a non-bargaining unit position.
Duties
As a TRAINING SPECIALIST, GS-1712-11/12, your typical work assignments may include:
Provides end user support, uploads and manages course content, tracks mandatory training compliance, and creates and manages scheduled instructor-led courses ensuring proper training history records are created.
Performs administrative support in the areas including facilities, equipment associated with training, registration, course attendance, and requirements in the learning management system.
Support on-site course instructors and the deployment of web-based training activities. Develops portions of training material for internal OBIM customers and external stakeholders and may serve as a co-instructor for internal training.

Qualifications
Basic Requirement
You may meet the Basic Requirementby possessing one (1) of the following below:
Undergraduate/Graduate Education
Major Study - Education or a subject area related to the position being filled.
-OR-
Specialized Experience
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. Specialized experience is defined as:
Developing new courses or training material for delivery in a classroom or virtual environment.
Monitoring or administering a training program to determine effectiveness of concepts or techniques.
Formal training and/or experience in Instructional Design.

Substitution of Education for Experience
You may substitute education for experience at this grade level by possessing one of following:
Ph.D. or equivalent doctoral degree
3 full years of progressively higher-level graduate education leading to such a degree
LL.M., if related
-OR-
Combination of Education and Experience
You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).
NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review.
Specialized Experience GS-12:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal service or public or private sector equivalent. Specialized experience is defined as:
Meeting with customers in consultative sessions to ascertain their problems and use this information to develop targeted training.
Providing knowledge and skills that resolve or mitigate issues/problems.
Conducting follow-up sessions to determine if new skills were adopted that changed the requisite behaviors.
Formal training and/or experience in Instructional Design.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
