The primary purpose of this position, LOGISTICS MANAGEMENT SPECIALIST GS-0346-12, is to direct, develop, implement or function as part of a logistics management operation for an organization involved in providing logistical support to a new program, fielded system, modification or replacement program.

Duties

Responsible for planning, managing, and coordinating SCM or logistics support for a major weapon system or subsystem, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities needed to sustain fielded systems. Develop, refine, analyze, and issues SCM or logistics policies applicable to assigned programs. Perform unit field studies and analyses and/or liem reliability and maintainability of an assigned system or type of equipment for different activities within a component/agency/command regional designation. Participate in and or leads discussions, meetings, or serve on panels or committees. Participate in determining support requirements, i.e, workloads, schedules, test equipment, facilities, skills and training.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes: directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. 2. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents. 3. Knowledge of acquisition requirements sufficient to serve as a Contracting Officer's Technical Representative (COTR). 4. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 5. Broad knowledge of laws, principles, policies, and practices of systems acquisition and program management, business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working in and traveling away from the worksite.
