This position is in the U.S. Department of Education, Office of Finance and Operations, Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). This position serves as the Lead Human Resources (HR) Specialist directing the Human Resources Management Operations functions.
Duties

Qualifications
Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience reviewing the work of human resources staff in the areas of staffing, recruitment, and placement.
2. Experience applying analytical methods to identify, evaluate, and recommend to staffers and management appropriate action(s) to educate others and resolve recruitment/staffing issues.
3. Experience providing subject-matter expertise guidance on hiring authorities and monitoring staff workloads to ensure performance metrics and work assignments are timely and accurate.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to manage various Human Resources programs.
2. Knowledge of laws, merit system principles, OPM, and agency policies.
3. Ability to communicate various project assignments and monitor their status.
