The primary purpose of this position is to serve as Deputy Chief, C4 Systems Division in the Directorate of CCJ6 at USCENTCOM, sharing with the Division Chief the full scope of responsibility for directing the activities of the S Division and, in the chief's absence, possesses the same authority and prerogatives.

Duties

Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Represents the Directorate in discussions with a variety of installation and functional area organizations. Information Technology Management. Ensures systems availability, functionality, integrity and efficiency by rigorously applying network management, information security and information assurance policies, principles and practices in the delivery of IT support services. Program Management: Utilizes comprehensive and in-depth knowledge of the managerial, technical, and administrative aspects of information systems management, information assurance, automation, and emerging technologies to plan, direct, and sustain the delivery of IT systems and services to the supported activities.

  • This is a TERM position NTE 13 months.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Bachelors Degree with coursework in Computer Science, Engineering, or IT related field and equivalent experience is desired.
  • Certifications for Project Management Professional (PMP) and Information Technology Infrastructure Library (ITIL) are desired.
  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • Experience with network enterprise operations and planning for a large organization of over 5000 users and equivalent enterprise experience managing data centers of 500 servers or larger are desired.
  • This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes experience with managing and coordinating enterprise operations including design and modernization programs and strategies; formulating enterprise architecture policy and procedures; and simultaneously coordinating, and integrating enterprise operations programs and issues; planning functions and supervising the staff of an organization through subordinate supervisors; and adjusting and planning work operations of subordinate organizational segments to meet program requirements and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Cyber Operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Joint organizations to provide command level staff guidance and/or information. Knowledge and demonstrated experience managing and coordinating enterprise operations including design and modernization programs and strategies; formulating enterprise architecture policy and procedures; and simultaneously coordinating, and integrating enterprise operations programs and issues. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
