Duties
Serve as Advisor to the Districts, Field Office Leadership Team and program staff(s) in all decisions involving Native groups, organizations, or individuals.
Monitor BLM programs which affect the Native American communities.
Provide technical assistance to the District staff(s) on Native issues including economic development, eco-tourism, cultural and religious practices, and consultation issues associated with BLM lands and resources.
Coordinate, administer, and lead the District Office’s Native American Program.
Work to develop and implement a cooperative partnership and relationship with Native American groups and organizations.
Coordinate, administer, and lead the District Office’s monthly BLM tribal coordination meetings. Work with Tribal Councils, other agencies, and members of the public on Native American related issues.
Compose, process, and maintain relevant documents.

Qualifications

At the GS-09 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include managing sensitive and controversial issues; researching and compiling information on laws, regulations, treaties or other similar records for managers to use in decision making and analysis; experience communicating with interested parties both internally and externally; and communicate orally and in writing to disseminate pertinent information to internal and external organizations using a variety of methods; OR have completed two (2) full years of graduate education leading to a Master's degree or equivalent in a field directly related to the position being filled; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.
At the GS-11 Level: One (1) year of specialized experience equivalent to GS-09 in the Federal service. Examples of specialized experience as they pertain to Native issues include analyzing and interpreting policies; developing programs and procedures to enhance relationships; knowledge of Native American cultures and provide guidance to others in your area of expertise; manage sensitive and controversial issues; planning and conducting internal and external meetings, consultations, and negotiations; and developing technical reports such as Environmental Impact Statements or Environmental Assessments; OR have completed three (3) full years of graduate education leading to a PhD. or equivalent doctoral degree in a field directly related to the position being filled; OR have have an equivalent combination of the education and specialized experience described above. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Physical Demands: The work requires travel, often to remote sites. The work will often require long hours of meetings and distance driving. The work will also require careful documentation of communication.
Work Environment: Work is in an office setting and in the field. Travel will be to communities within the region, including Native American communities and reservations, as well as to specific sites and projects in the field. Off-highway travel on dirt roads to specific sites or projects will be required.

This position falls under the Miscellaneous Administration and Program Series, 0301 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.
