This vacancy is for an Equal Opportunity Specialist in the Office of the Secretary within the Office of the Secretary, Office of Civil Rights, Department of Commerce, located in Washington, DC.
This position relates to the External Complaints Program, which oversees and monitors the Department's compliance with statutes that prohibit discrimination in Federally conducted and Federally assisted programs and activities, and which receives and processes discrimination complaints.
Duties
As an Equal Opportunity Specialist, you will perform the following duties:
Create and provide technical assistance on anti-discrimination statutes related to Executive Orders by reviewing and providing collaborative input on Agency policy and other documents to senior officials and management.
Evaluate and facilitate outreach on the awareness and compliance of nondiscrimination statutes to recipients, Federal agents, and beneficiaries.
Serve as the primary or lead for the Department's Language Access Plan, as required under Executive Order and in support of Title VI.
Negotiate with covered entities, recipients, and others who may be reluctant to cooperate with the investigation, including situations involving denial of access to information.
Develop strategies for case investigation, data collection, and analysis.
Develop investigation plans and methods, investigates or coordinates the research of various kinds of evidence, including interviews, records, and other official documents, and prepares analysis supported by related data.
Create and detail comprehensive data request, investigate plans, reports, letters of findings associated with complex legal or administrative precedents.
Prepare reports, including coordinating and assembling responses to data calls and preparing reports (or portions thereof) related to the Civil Rights aspects of Executive Orders.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Ensuring compliance with nondiscrimination statutes;
Providing ongoing technical assistance and advice on the anti-discrimination statutes and related Executive Orders;
Reviewing and providing input to agency policy and providing advice to management.
