You will serve as the United States Special Operations Command (USSOCOM) Submarine Alterations Manager in the Undersea Special Mission Systems Program Office of Naval Sea Systems Command (NAVSEA) PEO SSN (PMS390).
Duties
You will develop Tasking Instructions (TIs), statements of work, identify performers, and monitor/recommend funding and funding adjustments to support the submarine alteration effort.
You will lead the contract actions, design, development, material procurement, and production work associated with host submarine alterations and technical baselines.
You will ensure all efforts required to achieve the host submarine modifications are planned and conducted in accordance with the acquisition schedules and host submarine maintenance schedules.
You will represent the USSOCOM Undersea Systems Program Office at regularly scheduled ship alteration, submarine modernization, and scheduling meetings involving host submarines.
You will lead major portions of source selection activities.
You will create and defend fiscal budgets throughout the DoD budget cycle.
You will analyze and evaluate effectiveness of program requirements throughout the lifecycle.
You will identify and facilitate potential solutions and evaluate technical, cost, and schedule implications of each viable solution.
You will direct and evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program requirements or operations (e.g. budget planning and execution, contracting, procurement, contractor performance, project planning and schedules, cost analysis and estimation, strategic planning, risk assessments, and manpower) to support the design, development, certification, modernization, alteration, or maintenance of submarine, submersible, or undersea systems, subsystems, or components.
