This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for an Industrial Price/Cost Analyst with the Army Contracting Command, Detroit Arsenal located at in Warren, Michigan. #ACC-DTA
Duties
Serves as an Industrial Price/Cost Analyst responsible for assisting in analyzing and providing recommendations.
Provides analysis of cost impacts of engineering changes, production process changes, and implementation of new manufacturing equipment.
Evaluates contractor functional performance resulting cost price impact in areas such as manufacturing and direct labor.
Develops independent government cost estimates. compares contractor proposal to government estimate and analyzes variances.
Determines reasonableness and accuracy of proposed manufacturing plans.
Prepares government negotiations and participates in negotiating the final agreement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification-Contracting within 36 months of entrance on duty.
- Business travel is required 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-07 Level: One year of specialized experience which includes: 1) Reviewing contract price proposals for compliance with regulations and procedures for evaluating individual cost elements; 2) Assisting in the negotiation on cost and/or price issues; and 3) Developing contract pricing arrangements or adjustments.
OR
Successfully completed one full academic year of graduate-level education with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR
Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Specialized Experience for GS-09 Level: One year of specialized experience which includes: 1) Gathering information to prepare estimates of labor and/or tooling requirements; and 2) Reviewing contractor proposed labor costs; and 3) Communicating a variety of information with associates and/or customers; and 4) Providing assistance with contract negotiations to reach agreement on fair and reasonable prices.
OR
A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related. My education is in a field that demonstrates the knowledge, skills and abilities necessary to do the work of this position and it is obtained from an accredited college or university. OR
The specialized experience as described in (A), but less than one year; and I have less than three years of graduate-level education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then subtract 36 from your semester hours of graduate education and divide by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)

Specialized Experience for GS-11 Level: One year of specialized experience which includes: 1) Preparing estimates of labor or tooling requirements; and 2) Analyzing production requirements, technical specifications, direct labor requirements or costs; and 3) Reviewing contractor proposes labor costs and communicating a variety of information with associates and/or customers; and 4) Participating in the evaluation of proposals and contract negotiations to reach agreement on fair reasonable prices.
OR
Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, with a major study in education or a subject area related to the position to be filled, such as, industrial property management. OR
The specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
