Duties
Gather, analyze, and summarize complex Technical and Quality data regarding past, present, and projected process activity.
Build Access Queries/Tables, combining data from sources such as, Enterprise Business Systems (EBS) and Business Intelligence while improving system performance in response to major Congressional, GAO, IG, or Internal audit and/or inspection.
Monitor, analyze, and evaluate KPIs, metrics, and other process performance critical data to ensure the process area is meeting its performance targets. Identifies trends and other factors adversely affecting performance.
Ensure enterprise-wide Technical and Quality processes and procedures, as well as documented Defense Logistics Management Standards (DLMS) business rules are synchronized and adhered to.
Assist DLA Technical and Quality end users by providing guidance for interpreting and applying DLA enterprise wide processes and procedures and assess or implement internal controls in accordance with DLA and OSD requirements.
Conduct detailed program reviews as a senior analyst, that involve evaluating, advising on, and improving the effectiveness of a broad range of supply chain programs.
Prepare detailed written reports containing concise findings and innovative recommendations for improving process and policy effectiveness

Qualifications
To qualify for a Technical and Quality Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Interpret full range of principles, concepts and methodologies related to multiple technical and quality assurance programs.
Analyze techniques and evaluate methods to investigate and research issues which lead to the development of effective and efficient Technical and Quality solutions.
Communicate with large and/or small teams to identify and resolve technical and quality process issues or problems.
Review internal technical functions and provides objective evaluations to a vendor regarding the quality systems.
Interpret and incorporate DoD guidance into the delivery of training to employees/individuals and define training needs for a technical quality assurance program.
Demonstrated knowledge of technical characteristics, manufacturing methods and techniques, interrelationship of functional parts and subassemblies, and/or measurement and test techniques.

Substitution of education may not be used in lieu of specialized experience for this grade level.
