This position provides support for the Radiology and Nuclear Medicine clinics of the VA Medical Center in Iowa City, IA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Performs program cost analyzes and maintains records of fee basing services for all community-based outpatient clinics (CBOCs) and the main hospital; Performs cost benefit and/or economic evaluations and cost effectiveness studies by collecting data and making computations; Plans, designs, analyzes, and submits action plan proposals to supervisory and upper management; Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and aligning or operating programs; Monitors all billing and assists in ensuring accuracy; Evaluates results of audits/inspections and forwards action items to supervisory or upper management within the service line; Prepares analysis, data collections, reports, and presentations; Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives; Analyzes program performance data to identify slippage and impact; Ensures programs and processes comply with performance measures; Looks for ways to improve the process, save funds, and implement changes where necessary; Ensures that adequate systems are set up to monitor programs and processes and adjust as required; Interprets and analyzes complex information and the ability to reduce such data to clear, precise written summaries, reports, and recommendations; Ensures that all systems are up to date; Ensures that weekly and monthly reports are verified, and discrepancies are reported to manager and executive staff on a timely basis; Performs management and/or program support work, such as program or office planning, evaluation of communication program or issues, training program administration, correspondence control, liaison, or special projects; Manages and/or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization at the local and VISN levels; Acts as a liaison and handles the communication with persons and/or groups within and outside of an organization or office; Maintains communications with persons and groups from both within and outside the organization, speaking for the medical center on specific issues; Maintains communications with person and groups from both within and outside the organization, speaking for the medical center on routine program issues; Conducts special projects or studies to analyze, evaluate and provide recommendations on system issues or programs; Prepares management reports with objective information for their decision-making purposes; Prioritizes, coordinates, and organizes numerous simultaneous work assignments and requests; Analyzes new developments and their impact on various programs and processes; Plans and/or accomplishes special projects; Conducts extensive research and compilation of data from diverse sources; Extracts and assembles information, conducts analyses, and develops reports or presentations; Performs related duties as required. Qualifications

MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: performing administrative duties in support of a clinical/healthcare program/office; scheduling appointments; using a computer to perform administrative support duties; identifying issues and recommending solutions to improve operations; and answering customer questions and providing information on office/program policies/procedures. This experience must be detailed in your resume to receive credit. ~OR~ A master's degree, equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates your ability to perform the duties of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary, although the employee may be subject to stressful situations due to the tight time frames of certain projects. Some walking, standing, bending, and carrying small items such as books, reports, and papers is also required. No special physical abilities are required to perform the work. Work is performed in an office with easy access to telephones, files, calculators, personal computers, and remote data terminals. There are frequent interruptions, such as phone calls and drop-ins by service line staff requesting information and assistance. The workplace is adequately heated, lighted, and ventilated.
