This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Chief, Cyber Security Directorate for the US Army Corps of Engineers (USACE) Enterprise Information Technology. As an IT Security Specialist within the G-6, provide leadership and subject matter expertise for cybersecurity policy, oversight and compliance,
Duties
Provide leadership and subject matter expertise for verification and validation activities relating primarily to the Agency's implementation of the Federal Information Security Management Act (FISMA) and the Clinger-Cohen.
Provide leadership in the oversight, analysis and directional management in the area of IT Cyber Security departmental investments.
Report to the Deputy Director, G-6 and manages the Cybersecurity Service (CSSP) Program, which includes full performance as a certified CSSP in coordination with Army Cyber Command (ARCYBER).
Oversee the management of the Agency Enterprise IT security program, e.g., ensures that appropriate management, operational and technical control programs are included in the USACE Enterprise security program.
Analyzes agency program security needs, determines requirements, and develops and implements acquisition strategies designed to address the Agency’s requirements.
Performs comprehensive information systems security analysis, determining impacts, risks, and vulnerabilities based on various systems configurations and architectures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires approximately 30% temporary out of area travel, primarily within CONUS but may include OCONUS TDY.
- This position requires the incumbent to hold Information Assurance Management (IAM) Level 3 Certification under DoD Directive 8570.1 (IA Training, Certification and Workforce Management) and related implementing policies.
- The duties in this position meet the security sensitivity definition of "SPECIAL SENSITIVE (SS) NATIONAL SECURITY RISK" and require a "Top Secret SCI" Security Clearance.
- A Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) is required.
- Incumbent must obtain and maintain a valid U.S. Passport
- This is a drug tested position.
Qualifications
Who May Apply: All U.S. Citizens
To qualify you must have one year of specialized experience equivalent to the GS-14 level in the Federal Service which includes: Supervise multiple projects and programs involving complex technical issues related to control systems AND 2) Develop policy and procedure regarding inventory, threat and assessment of control systems. All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2)
Customer Service, 3) Oral Communication, and 4) Problem Solving.
