Duties

As a Business Process Analyst (BPA), you will be required to have knowledge of Systems Applications and Products (SAP) enterprise resource planning (ERP) solutions to include not only the procurement function but other functions (con't) (con't) (e.g. technical/Quality, Order Management, etc.) as well in DLA EBS. Resolves and troubleshoots procurement policies and related issues; provides acquisition support within DLA. Provides guidance and expertise on the development, interpretation, and application of procurement processes and procedures for major procurement programs, policies, and initiatives to include analysis, development, implementation, and training. Develops, analyzes, and implements enterprise-wide and local policies, procedures, and guidance; recommends process improvements as needed. Develops and conducts training to the Acquisition workforce regarding procurement policies, procedures, and guidance. Leads teams to analyze, research, and evaluate procurement processes and issues; develops, recommends, and implements improvements. Manages multiple projects and determines project urgency. Recommends process improvements and supports major strategic acquisitions from requirement development through award, including source selections. Participates in the development and execution of initiatives to ensure requirements are executable and/or met.

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Demonstrating analytical/project management skills including developing, reviewing, analyzing, evaluating, implementing, and providing specific guidance concerning procurement programs, processes, policies, and/or procedures. Analyzing and resolving procurement programs, processes, policies, and or procedure issues, and assuming responsibility for the analysis, evaluation, and integrity of the procurement process and primary support of an acquisition workforce. Developing and conducting training related to procurement processes, policies, procedures, and guidance. Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of procurement programs, processes, policies, and procedures to resolve acquisition workforce issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
