You will serve as a Administrative/Technical Specialist in the In-Service Radar Program Management Division of the Command Department of NAVAL SURFACE WARFARE CENTER. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12. Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an NT-04 (GS-11/12 equivalent) on a permanent basis in the competitive service.

Duties

You will support logistics planning and contract strategy for all Radar Restoration and the Industrial Base Analysis and Sustainment Program. You will support below deck depot standup requirements. You will interface with DoD, Academia, and Industry to identify process and material technologies. You will interfaces with Fleet Maintenance Officers (0-6 and 0-7) on a bi-yearly basis.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating logistics strategy requirements to develop or adjust plans and schedules for improved efficiency and execution of radar restoration projects. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
