This position is located in the Washington, DC Commuting Area in the Bureau for Latin America and the Caribbean, Office of Regional Sustainable Development (LAC/RSD), at the U.S. Agency for International Development (USAID).
Duties
Designing and developing new programs, including initial project assessments and preparation of scopes of work, that directly or indirectly relate to climate change, such as biodiversity, forestry, pollution, land use, and other environment programs.
Overseeing all aspects of budget and financial management as a cognizant program manager and provides budgetary analysis of programs and congressionally-mandated earmark requirements for broader LAC/RSD/ENVE budgets.
Serving as a technical expert and thought leader for the LAC Bureau and other operating units on climate change, and environment issues and related policies.
Addressing issues that directly or indirectly relate to climate change, such as biodiversity, forestry, pollution, land use, and other cross-sectoral issues with climate change drivers or links.
Representing the Agency internally and within the U.S. interagency on related technical and foreign policy matters, including with the State Department, at the National Security Council (NSC) and with other government departments or agencies.
Representing the Bureau on the highly specialized, difficult, and sensitive technical issues related to climate change through effective communication, including at high-level interagency meetings and Congressional briefings.
Requirements

- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Secret clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.
- You may be required to serve a one-year probationary period.
Qualifications
Specialized Experience:
GS-14: Examples of qualifying specialized experience at the next lower level for this position include:(a) applying technical expertise to help targeted groups adapt to the impacts of climate change; (b) analyzing complex environmental or economic challenges, and providing oversight or leadership of measures to address identified challenges; (c) understanding of, and applying, effective performance monitoring and cost-control measures in the context of grants, contracts or other project implementation modalities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
