This position is located at the United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Security Center (ISC) with one vacancy in Washington, DC.

Duties

Supports the Chief Privacy Officer (CPO) in all ongoing activities related to development, implementation, maintenance, measurement of, and adherence to the OCIO’s privacy program. Develops and maintains privacy policies, procedures, information, and guidance published in the OCIO’s website and intranet site. Performs or coordinates initial and periodic privacy risk assessments within the OCIO and within third parties who hold information on behalf of the Department. Maintains and updates PII inventory to support regular risk assessment. Develops privacy plans, privacy controls, and privacy continuous monitoring strategies. Develops and implements training and awareness program for all employees and contractors. Facilitates and promotes activities to foster information privacy awareness within the agency.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Government Information Specialist .For this position, the specialized experience is experience performing privacy risk assessments; working with agencies to determine if Privacy Impact Assessments (PIAs) are required; AND working with IT office to ensure that PIAs are conducted on all new and changed IT systems involving PII. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution for specialized experience at the GS-13 level.
