This position is located at Bureau of the Fiscal Servicer, Administrative Resource Center, Managing Director, Service Delivery, Division as assigned. As a Human Resources Specialist (Classification), you will serve as a subject-matter expert, & technical advisor/consultant to multi-agency senior leadership, management, HR Specialists, & other positions.
Duties
As a Human Resources Specialist (Classification), you will:
Evaluate strategic plans, policies, and priorities relative to the Classification service line. Serve as the policy expert in support of Classification programs, policy, and special initiatives.
Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on customer agencies. Develop or recommend policy or guidance that support effective and efficient program operation throughout customer agencies that may involve significant agency action or require extensive changes in established agency policy and procedures.
Advise management officials on redesign, restructuring, and reorganizations. This includes advising on logical duty relationships, full utilization of available skills, long and short-range personnel needs, job dilution or expansion, etc. Such service is provided during the course of position classification surveys, or more commonly, as part of special studies when proposed or projected changes are in the planning stage. Analyze and solve the most complex and or sensitive issues where HR policy decisions and guidance may have an impact throughout customer agencies.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Experience interpreting and applying guidelines and regulations to perform classification work; AND
-Consulting and assisting managers and employees on classification and position management initiatives; AND
-Experience participating in or leading project teams to identify areas of improvement and/or make recommendations to management that result in new processes, or input into workforce and strategic planning.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
