About the Position: The person in this position will serve as the Management Analyst and Contracting Officer's Representative in support of the Deputy Command for Administration's Human Resources Contracts of a Major Military Medical Treatment Facility (MTF).
Duties
Manage, monitor, and/or evaluate complex health care programs involving civilian health care contractors and institutions.
Review and/or assess contractor and government furnished cost data such as cost status reports, contract funds report, and cost performance reports.
Perform in-house research necessary to evaluate and confirm contractor's results/deliverables based on performance work statements and surveillance plans.
Ensure program objectives are being met effectively and economically and to recommend corrective action that should be taken.
Ensure appropriate management and verification of contract personnel in-processing and orientation requirements to include certification/training and security requirements
Ensure the timely flow of invoices, delivery orders, purchase requests, and other financial and administrative documents to appropriate offices.
Participate in monitoring of clinical services contracts, providing effective contractor performance, and conduct full-scale on-site compliance inspections of health care services to ensure government funds are properly administered
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

GS-09
Specialized Experience: One year of specialized experience which includes preparing and/or monitoring service contracts; assisting customers with the development of statements of work and preparing contract requests; and assisting staff by utilizing various automated systems to enter and/or process data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Management/Administration, Finance or Contracting. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes managing and/or monitoring medical and/or non-medical contracts; developing statements and/reports of work and contract requests; resolving a variety of contract issues; monitoring the flow of financial and/or administrative documentation; and utilizing automated systems to input contract, administrative and/or financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Management/Administration, Finance or Contracting. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. GS-11- Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level GS-09 or GS-11. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.
