As a Supervisory Program Analyst (Future of Work Group Manager) at the GS-0343-15 level, you will be part of ES responsible for planning, leading, and evaluating the following initiatives: human capital workforce trends, research on future of work, implementing programs, strategies, and data analysis. You will serve as a senior advisor to the SWP Executive on transformation to a hybrid work environment and efforts to prepare the Government for emerging skills and technological impacts.
Duties
Leads the development and implementation of a Governmentwide future of work strategy with near-term and log-term goals.
Leads design and management of strategic human capital initiatives that support the President’s Management Agenda (PMA), agency Strategic Goals and the Chief Human Capital Officers (CHCO) Council on future of work initiatives.
Leads coordination of technical guidance on trends, predictive modeling, and future scenarios affecting the Federal Government to senior officials internally and externally for analysis of a variety of human capital (HC) initiatives and programs.
Analyzes highly complex human technology futures and the theoretical and practical examination of the future - in particular in scenario processes, road-mapping, environmental scanning and visioning methods and processes.
Develops and maintains organization management mechanisms to promulgate standards; review agency practices, deliverables and outcomes; and provide assessment of and feedback to agencies.
Identifies and executes strategies for organization to leverage resources, research and practices across the public and private sectors to advance strategic human capital management in the Federal Government.
Assigns work to subordinates based on priorities, consideration of difficulty, requirements of assignments, and capabilities of employees.
Qualifications
For the GS 15: You must have one year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the private or public sector) performing the following tasks: 1) Leading human capital projects for shaping the future of the workforce; 2) Researching with qualitative and quantitative methods for scenario planning and workforce planning; 3) Conducting future of work research to re-entry and emerging skills needed for mission accomplishment; 4) Ensuring programs or initiatives are executed to accomplish results through proven evaluation methodologies; 5) Applying various Foresight methodologies to achieve outcomes for long term workforce planning. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.
