As the Minority University Research and Education Project (MUREP) Manager, within the Office of STEM Engagement, you will lead people toward meeting MUREP's vision and mission of enhancing the research, academic and technological capabilities of Minority Serving Institutions (MSIs). You will make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Duties
Serves as the science, technology, engineering and mathematics (STEM) Program Specialist overseeing the Minority University Research and Education (MUREP) project.
Serves as an expert consultant and provides advice and guidance on strengthening involvement with higher education institutions to ensure NASA can meet future workforce needs in science, technology, engineering, mathematics, or STEM fields.
Manages grants and awards by ensuring the appropriate balance between resources, schedule, and technical requirements, includes ~$45M budget. Exercises overall responsibility for the annual review of operations and cost allocations.
Develops, plans and implements strategies to ensure participation in NASA projects and research that stimulates increasing numbers of students to continue their studies in STEM at all levels of the higher education continuum.
Participates in development and documentation of long-and short-range planning efforts. Recommends planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.
Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions. Develops and implements strategic plans to include mission, goals, objectives, and implementation strategies.
Translates management goals and objectives into effective operations and establishes control systems and progress reporting requirements that monitor production goals and compliance.
Ensures continual improvement of projects by managing to stated outcomes, building internal management support, and enlisting participation of community agencies and institutions. Defines customer and stakeholder needs and constraints.
Working with Minority Serving Institutions, e.g., as faculty, administrator, or project manager, which includes student engagement, research funding, and working with Underrepresented and Underserved student/faculty in STEM.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Performing program/project management functions which includes project formulation, implementation, and financial management;
Managing or contributing to technical projects or programs related to research and development in science, engineering, technology, and/or mathematics; and
Working with administration of grants, cooperative agreements, and/or awards, including drafting of solicitations and grants/assistance management processes and techniques.
