This position is located in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Safety, Health and Environmental Management (OBO/OPS/SHEM) and is assigned to Policies and Special Studies. Serves as an Industrial Hygienist, responsible for developing and implementing SHEM policies, evaluating and assisting in interpreting and integrating policies into post operations, and ensuring that SHEM policies are integrated into Department-wide policies and operations.
Duties
Serves as a technical policy and program expert, developing, managing, reviewing and overseeing SHEM policy and program implementation at posts and pertinent headquarters activities worldwide.
Reviews the health, safety and environmental portions of plans, specifications, and designs for post-managed construction projects, post operations, and new facilities for accuracy and compliance with regulations and agency policies.
Prepares reports or reviews contractor-generated reports and makes recommendations to guide post actions toward hazard abatement that account for unique technical and cultural aspects, logistical challenges, and economic constraints.
Participates in agency operation or planning meetings, public briefings, etc. where the incumbent publicizes program accomplishments and solicits resources or other forms of support and cooperation necessary to ensure program success.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
BASIC REQUIREMENTS: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;
OR,
A bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;
OR,
Certification from the American Board of Industrial Hygiene (ABIH).
Courses in the history or teaching of chemistry are not acceptable.
Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.
For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
Experience addressing technically difficult safety, health or environmental hazards that are resolved remotely using practical solutions to mitigate the risk.
Experience solving problems where building standards and codes are minimal and the risks are significant in both residences and workplaces.
Experience with environmental exposures to water quality, air pollution and site assessments for contamination.
