About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Serves as a Lead Technical Writer-Editor (Electronics) assigning work to the team based on priorities and difficulty of assignments to support organizational mission. Serves as a Staff Project Officer concerned with the development, preparation and processing of the US Army Communications-Electronics Equipment and Systems Publications Program. Develops and maintains technical and procedural guidance to insure assigned program publication documents are commensurate with the equipment/systems development and modification programs. Performs the life cycle management of publication documents, developing sources of information pertaining to assigned commodities and verifying and synthesizing such information prior to releasing for publication. Utilize extensible Markup Language (XML) and Portable Document Format (PDF) to edit and manage electronic documents. Respond to field inquiries and requests from other agencies for CECOM technical publications assistance to resolve complex or controversial problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Non-Critical Sensitive SECRET clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for LIFE CYCLE LOGISTICS certification within 48 months as of entrance on duty.
  • One-year probationary period may be required.

Specialized Experience: (1) Interpret regulatory guidance to develop equipment publications, for all levels, that articulate highly technical/complex information for communications systems; (2) Analyze and evaluate raw engineering source data to develop practical procedures for inclusion in equipment publications; AND (3) Develop, edit and publish technical and procedural publications utilizing extensible Markup Language (XML). AND Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. ***NOTE: TRANSCRIPTS ARE REQUIRED even if you are a current federal employee.*** OR Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
