About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities
Duties
Performs and/or coordinates the planning, development, management, budgeting, acquisition and implementation of programs for technical
manuals and equipment publications related to a total major commodity.
Applies practical knowledge of engineering precedents and application of specialized knowledge of the capabilities and characteristics of the
communication-electronic systems/equipment for which publications documents are assigned.
Develops and maintains technical and procedural guidance to insure assigned program publication documents are commensurate with the
equipment/systems development and modification programs.
Develops, prepares contract Statements of Work/or Performance Work Statement and Contract Data Requirement Lists covering equipment
publications requirements tailored to communication/electronic equipment, audience (soldiers) needs.
Makes authoritative decisions regarding overall approach to publication requirements.
Analyzes and evaluates raw engineering source data covering maintenance, repair, and test procedures and develops a more practical
procedure when appropriate for inclusion in equipment publications
Develops approaches and solutions to achieve the best balance between cost, rescheduling, performance and supportability related to
development of equipment publications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics
certification within 48 months as of entrance on duty.
- The duties of this position require that the incumbent periodically travel (sometimes on short notice) to worldwide locations using the fastest
mode of transportation available

In order to qualify, you must meet the specialized experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) interpreting regulatory guidance to develop military publications that articulate complex technical information; 2) editing a variety of technical publications with extensible Markup Language; 3) preparing and submitting various publications as contract deliverables to ensure delivery of the equipment/systems publication is meeting estimated completion date. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above]).

This non-supervisory position is subject to a salary control point equivalent to the GS-13, step 10 base salary, or if the incumbent's salary currently exceeds the GS-13, step 10 level the incumbent's salary may be put on a salary control point at the incumbent's existing salary.
