Duties
Serves as Branch Chief providing technical and administrative supervision to 14 or more employees.
Plans work to be accomplished by subordinates.
Sets priorities and prepares schedules for completion of work.
Writes job performance standards for subordinates and discusses performance expectations.
Evaluates the performance of subordinates.
Provides advice or instructions to subordinates on work-related and administrative matters.
Supervisor and Action Officer concerned with the development, preparation, and processing of the US Army Communications-Electronics Equipment and Systems Publications Program.
Oversees the publications program which is in support of equipment/systems utilized in tactical/non-tactical Army equipment and systems.
Performs and/or coordinates the planning, development, management, budgeting, acquisition, and implementation of programs for technical manuals and equipment publications related to a total major commodity.
Develops and maintains technical and procedural guidance to ensure assigned program publication documents are commensurate with the equipment/systems development and modification programs.
Monitors the development, modification, and integration of various electronic equipment and devices to meet changing operational requirements.
Conducts resource impact assessments complying with those directives governing publication support for the user activities.
Performs the life cycle management of each publication, maintaining sources of information pertaining to assigned commodities and verifying and synthesizing such information prior to releasing for publication.
Provides management direction to contracting office and/or government activities regarding all publications in support of assigned equipment/systems.
Monitors contractor and/or government activity progress through visits to plants, government activities, and sites, and thorough review of progress reports.
Evaluates contractor proposals and changes, comparing requirements against specifications, cost factors, publication criteria, and program essentiality.
Prepares and submits appropriate reports indicating whether the progress of the technical documentation of assigned equipment/systems is commensurate with the costs claimed in progress payments.
Performs Logistic Support Analysis related to program planning and control around advanced communication-electronic systems and configurations which impact a publication program.
Attends and chairs meetings, conferences, and should-cost working groups within major command; and subcommands.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Secret security clearance.
- One-year supervisory probationary period may be required.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Advanced certification within 48 months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.

Specialized experience is defined as: 1) Participating in a publications program which is in support of equipment/systems; 2) Developing and/or maintain technical electronic/logistics guidance that are in line with publication programs; and 3) Leading and/or supervising a group of professionals and technical employees.Experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.
Education cannotbe substituted for experience.

This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-04 broadband, subject to the CECOM control point policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.
This supervisory position is subject to a salary control point equivalent to the GS-15, step 06 base salary, or if the incumbent's salary currently exceeds the GS-15, step 06 level the incumbent's salary may be put on a salary control point at the incumbent's existing salary.
