This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Lead Technical Writer-Editor (Electronics) in the Integrated Logistics Support Center (ILSC).
Duties
Collaborate and advise program stakeholders on contractual and technical manual specifics, to include but not limited to identifying variances in Electronic Technical Manual (ETM) and/or Interactive Electronic Technical Manual (IETM) strategies.
Provides policy and advice to guide technical manual development during the acquisition and/or sustainment life cycle process.
Develop, edit, and manage technical documentation covering the theory, operation, testing/troubleshooting, and maintenance of a variety of electronic equipment and/or system of systems
Able to read and interpret industry and military standards and other specifications associated with technical manual development and publication processes.
Utilize Extensible Markup Language (XML) application software and coding practices to develop, edit, and manage well-formed electronic documentation using Government approved interfaces.
Effectively communicate and respond to field inquiries, customers, and other agencies on technical publication guidance while providing such assistance through Government approved devices, applications, and/or other electronic media.
Be able to provide oral and/or written presentations in a comprehensive manner to executive level audience for training, status level, instructional, and/or demonstration purposes.
Manage the storage, sharing, and distribution of technical data files on enterprise and/or Microsoft Operating System per organizational protocol.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Clearance access/eligibility.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics
certification within 48 months as of entrance on duty.
- Position require TDY/Business travel up to 25% of the time

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: is defined as: One year of specialized experience equivalent to the NH-02 grade level in the Federal service which includes experience reading, interpreting, and applying publication regulatory and technical guidance in the development of equipment publications as well as experience reviewing and editing equipment publications.
This non-supervisory position is subject to a salary control point equivalent to the GS- 13, step 05 base salary, or if the incumbent's salary currently exceeds the GS-13, step 05 level the incumbent's salary will be put on a salary control point at the incumbents existing salary.
