This vacancy is for a Program Manager position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Program Manager, 0340-15, FPL GS-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Develops policy positions, materials, and briefings as well as reviews, evaluations, and analyses of directorate policies, programs, procedures, and products.
Provides leadership and broad programmatic oversight to guide the staff in the branch, coordinating activities between teams within the branch and the other branches.
Represents the Census Bureau and its positions at critical decision-making forums with a wide array of the Bureau's most important stakeholders.

Qualifications
Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Analyzing office administrative processes, which includes human resources and budget management; providing advice and guidance to senior level management on a wide range of topics, including areas for improvement and innovation, resource allocation, and proposed performance metrics for organizational effectiveness; developing meaningful and measurable criteria to examine and analyze outreach and related work of their division; reviewing and evaluating directorate policies, programs, procedures, and products; and directing and advising staff on strategies and techniques to achieve program goals.
Education: Education cannot be substituted for experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
