This position is within the Bureau for Humanitarian Assistance, Office of Global Policy, Partnerships, Programs, and Communications, U.S. Engagement, Strategy, and Programs Division, at the U.S. Agency for International Development (USAID).
Duties
Serves at senior levels across the USG as the Agency expert and coordinator in providing intellectual leadership on complex and wide-ranging humanitarian multilateral, strategic communications, global capacity and leadership development
Provides coordination and evaluation of U.S. Interagency Engagement, Strategy and Program issues.
Directs and coordinates on complex initiatives and assessments within the international humanitarian system, serving as the primary USAID liaison on humanitarian multilateral assistance issues.
Plans, organizes, and carries out Bureau and Office level initiatives to implement major agency humanitarian assistance (HA) programs of international scope and impact in relevant field the division manages.
Responsible for a Division that supervises a group of employees performing work at the GS-14 level across multiple hiring mechanisms and is responsible for planning and assigning work and the timely evaluation of staff performance.
Serves in a leadership role on the organization’s response teams to international disasters and directs the operations, coordination and technical programs critical to the delivery of humanitarian assistance.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
(a) Developing strategic planning and executing major international humanitarian assistance programs or policies.
(b) Identifying key policy issues and priorities within an international humanitarian context, analyzing alternative strategies, and recommending solutions to executive leadership.
(c) Providing executive representation for an international civilian-based organization with respect to a rapidly evolving international humanitarian crisis.

Your resume must demonstrate extensive experience representing and influencing policy within the international humanitarian architecture for an international civilian-based organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
