This position is located in Data and Operations Division, Service Center Operations Directorate.
As an Management and Program Analyst, you will provide essential administrative management to the agency mission by assisting in administering policies and procedures and providing advice to leadership concerning administrative programs that include complex and sensitive issues.
Duties
Participate in planning, reviewing, and implementing new developments or policies in a variety of administrative areas tailored to the unique needs of the directorate.
Initiates and plan multiple projects to ensure that priorities are carried out in a timely manner.
Manages special and sensitive initiatives to include performance and awards management, organizational development, and position management.
Conducts studies, analyzes, evaluates proposed changes, and researches new or improved business and management practices to determine the impact on program operations and advises management on recommended solutions to various problems.
Monitors, designs and overseas a variety of reporting activities, applications, and electronic database systems to ensure they meet compliance requirements within allocated staffing levels and capture accurate and necessary position management data.
Represent the organization through briefings and presentations at meetings and conferences.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/20/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/20/2023.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Planning and conducting special studies to develop new and evaluate existing program policies and administrative processes/procedures;
Collecting and analyzing facts and data to determine accuracy of information, define problems and recommend solutions concerning staffing allocations and organizational needs;
Developing and maintaining a number of position management reports by utilizing internal tracking spreadsheets, Table of Organization Position System (TOPS), ePulse, SharePoint, Power Applications, organizational charts and employee rosters;
Providing guidance, consultation, and technical assistance to management officials on policy, position management and other administrative programs to ensure programs needs and goals are met;
Maintaining and processing various performance management and awards initiatives and programs;
Representing the agency at meetings and conferences.
