This position is part of the Official Journals of Government, Government Publishing Office in Washington, District of Columbia.

Duties

Schedules, tracks, and sets priorities for a wide variety of products, maintaining a list of high priority and urgent Congressional work for the Production Manager for expeditious handling to meet deadlines . Ensures that work is delivered to Congress in time for committee meetings or Senate and House floor action. Prepares jackets for House standing committees and committee prints of bills and hearings. Maintain database of government agencies requirements for future prints of bills, reports, hearings, and laws. Recommends changes to congressional staff regarding specifications or copy in order to improve products or reduce costs. Meets with congressional staff to develop procedures to accommodate changes in Congressional printing procedures made by the Congress. Works closely with Production Manager in order to expedite congressional printing requirements; answers and acts upon complaints and recommends long-term solutions to problems. Represents the office of Congressional Publishing Services in the production and development of congressional capabilities for the electronic transmission of data (MicroComp, XML, TextPad, etc.) Liaison between customers and Production Planning and Control to ensure data transfer files are available for production. Prepare written correspondence on inquiries from congressional customers, customer agencies, and internal GPO staff members. Leads and coordinates the work of a staff. Provides advice on work methods, practices and procedures and assists the team in identifying possible solutions. Trains and arranges training for team members in order to accomplish tasks related to the internal processes used to successfully fulfill the mission of OJG. Represents the team in meetings with the supervisor or manager when securing resources and information involving major work problems. Serves as a main point of contact for OJG and GPO organizations and business units to assure both customer satisfaction and clear communication between parties. Performs other related duties.

Requirements

  • U.S. Citizenship is Required.
  • Selectee must successfully pass pre-employment prior to appointment.
  • Selectee may be required to serve a one year probationary period.
  • Males born after 12/03/59 must be registered for Selective Service.
  • Selectee must be able to obtain and maintain a background investigation for Suitability.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Lead Printing Services Specialist, PG -1654-13, you must meet the following requirements: To minimally qualify for the PG-13 level, you must meet the following requirements. You must possess (1) year of specialized experience at the PG-12 (or equivalent) level or higher. Specialized experience includes the Ability to lead a team or workgroup; Thorough knowledge and understanding of Title 44, U.S. Code, The Joint Committee on Printing Rules and Regulations, and GPO policies and procedures including GPO Printing and Binding Regulations; Expert knowledge of the legislative process, especially the stages through which a bill passes to become a law; Thorough knowledge of all phases of printing and binding processes; Thorough knowledge of printing procurement processes; Expert knowledge of electronic transmission and display of materials; Skill in writing clear, concise, and technical printing specifications and language. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (10/24/2023) to be considered.
