This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Serve as a strategic planner, analyst and advisor to the Director for Strategic Planning and Communication in the Chief Architect's office on a variety of technical and business related issues which have a significant mission impact.
Develop, update and maintain standard operating procedures for the organization and update and maintain the CA Operations Plan.
Design and conduct studies and analyses of program plans, alternatives, cost estimates, staffing plans, organizational structures and business systems and processes.
Assist as needed in transitioning organization document based products into Digital tools in accordance with DoD Digital Engineering guidance and data management plans.
Provide input to policies and processes which influence organizational decision-making.
Assist with gathering future plans from components across the agency to assist in developing the Future Architecture Roadmap for the agency.
Assist as needed in independent assessments of Program Objective Memorandum (POM) and budget plans to identify resource problems and recommend solutions.
Identify, develop and execute resourcing documentation for all MDA/CA three letter organizations, to include IAR process and Contract Baseline Requirements.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience in developing strategic planning to include programs and resources that address the future of the organization." OR
Experience dealing with complex system engineering programs and with technology development program evaluation pertaining to technology readiness levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
