This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Assess long-term needs to recommend appropriate solutions. Test development plans, modules, requirements analyses, designs, graphical user interfaces, system integration interfaces, or systems architectures for enterprise-wide intranet applications. Collaborate with personnel outside the organization on program requirements. Assigns work to lower-level supervisors, team leaders or employees. Manage the Administrative and Technical work of the organization. Monitor all phases of software development to ensure product reliability. Oversee projects to shape the goals of the organization.

Requirements

• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• One year trial/probationary period may be required.
• You will be required to provide proof of U.S. Citizenship.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
• Selectee must be able to obtain and maintain a Secret clearance for the duration of employment.
• Occasional temporary duty (TDY) travel is required away from the duty station up to 25%
• A one-year supervisory probation period is required unless requirements have previously been met.
• Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.

Basic Requirement for SUPERVISORY IT SPECIALIST (SYSANALYSIS): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes: 1) Design, develop, or test information/software systems for a supported project; 2) Manage or direct the work of others in various areas such as production, performance management, or mission goals; 3) Manage information/software systems supporting architectures, software production, application systems development, information/software project management, risk management, software process models, or software engineering technologies. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
