This position is located in Washington, DC. This position provides direction and leadership for formulating policy standards and technical guidelines for environmental analysis and documentation. Duties

Serves as a liaison with partners/stakeholders; helping to formulate national and regional policies and guidance related to environmental protection and compliance with laws, and regulations. Formulates plans, policies, coordinates or develops annual and long-term management programs with the immediate manager/supervisor, colleagues, other Forest Service staffs, other Federal, State, and local officials, and non-government organizations. Develops briefing materials to be presented to diverse audiences. Serves as an expert, advising managers at the agency level and below by interpreting broad environmental legislation requirements and developing policy guidelines for their implementation. Leads projects to develop guidelines, standards and procedures for analyzing public and field needs, demands, and resource capabilities.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards Your application and resume must clearly show that you possess the experience requirements. Specialized Experience Requirements: For the GS-0028-13: You must have one-year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as majority of the following: Performing program work related to environmental protection, land management planning, and environmental law compliance, including National Environmental Policy Act (NEPA) and National Forest Management Act (NFMA); Applying environmental standards, methods, and practices to assure full implementation of environmental laws, regulations, and policies; advising managers by interpreting broad environmental legislation requirements and developing policy guidelines for their implementation; preparing and reviewing environmental documents such as: environmental studies, environmental analysis documents and evaluations linking to a variety of resources; working with Federal, State, and/or other organizations to resolve complex environmental issues/problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
