You will serve as a Program Manager within NAVAIRWARCENAC DIV supporting the F-35 Lightning II Joint Program Office as a Production Tooling Deputy Program Manager. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will identify program requirements and work with the contractor to develop milestone schedules for Tooling procurements. You will serve as the deputy to the Production Tooling Program Manager in support of the Air Vehicle / Vehicle System Production Planning Team within F-35 Lightning II Joint Strike Fighter Program Office. You will help develop the acquisition strategy, long range and short-term planning, statements of work, and cost estimates for the Tooling Program. You will communicate project status, accomplishments, concerns, risks, and impacts to stakeholders and leadership, by creating and presenting reports and briefings. You will work with Financial Managers for the program, partners, and customers to plan and manage the financial execution of the Production Tooling program within the overall Production Planning Program. You will monitor and evaluate contractor performance and metrics and provide feedback through Contractor Performance Assessment Reporting System.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-04/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
