You will serve as a Program Analyst for the Naval Petroleum Office (NPOI Inventory Management Division within NAVSUP located at Fort Belvoir, VA.
Duties
You will report to the Division Head and serve as a focal point for all program management of petroleum systems and DWCF fuel inventory accounting/accountability.
You will support Inventory Management Division related business practices and systems support.
You will support project leaders with Information Technology (IT) related support, technical evaluation, and specification reviews for newly proposed technology and system change requests.
You will act as Naval advocate in coordination of DLA Energy sponsored petroleum system automation program initiatives.
You will act as a Command POC to provide support and assistance to Naval base fuel offices in matters regarding the accounting and inventory of DWCF fuel ashore and afloat.
You will coordinate with the Department of Navy (DON) financial community to submit development and change requests related to the financial obligation system interfaces and reports in the DLA EEBP/EBS system.
You will provide technical, operational, and policy support to base level fuels offices, maintain metrics, disseminated communications and training to Naval DWCF locations and necessary personnel.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized Program Analyst experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service serving as the focal point for all program management of petroleum systems and fuel accounting/accountability. Specific work experience must demonstrate the following: 1) Utilizing comprehensive knowledge of all areas of design, development, analysis, testing, installation, and problem solving for the integration of petroleum systems; 2) Applying a mastery of data gathering methodologies, system engineering approaches, qualitative and quantitative methods and techniques, and business process analysis leading to business problem resolution; and 3) Applying knowledge of management and teaming concepts and practices pertaining to systems programs, information technology, and supporting partnerships with private industry.
GS-12: Your resume must demonstrate at least one year of specialized Program Analyst experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service serving as the focal point for all program management of petroleum systems and fuel accounting/accountability. Specific work experience must demonstrate the following: 1) Utilizing comprehensive knowledge of inventory management policies, procedures, and software applications used for transaction and inventory system processing; 2) Applying skills toward the design, the techniques, terminology in the development of systems requirements to support the automation of processes carrying out the fuel mission; and 3) Applying knowledge of engineer life cycle support concepts, program, polices, procedures, and capabilities to ensure effective petroleum systems program support.
