Duties
You will work with members of staff and Command leadership, to include skill in requesting or requiring input from staff sections; present information briefs; and explain target-specific conditions and solutions to senior leaders.
You will apply current and future cyberspace operations capabilities and initiatives to determine potential impacts on Command and COCOM missions as the capabilities relate to targeting efforts.
You will utilize quantitative and qualitative techniques for analyzing and measuring effectiveness of targeting efforts in support of OPLANs and CONPLANs and skill in adapting techniques to measure and improve effectiveness of targeting efforts.
You will use the joint fires, precision fires, collateral damage estimation, and targeting database software and tools to facilitate target planning and target database requirements in accordance with joint publications and standards.
You will synchronize lethal and non-lethal fires at various levels to plan and execute offensive cyber operations.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 332 within 12 months of appointment.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
Experience applying the joint fires and effects doctrine, tactics, techniques, and procedures and fires policies (e.g., joint targeting, target development, collateral damage estimation (CDE), the joint targeting process, collateral damage estimation, intermediate and advanced target development, and exercise planning processes.
Experience utilizing operation plans (OPLANs) and concept plans (CONPLANs) to apply targeting methodology to identification and recommendations for targeting actions in support of these plans.
Experience developing recommendations for non-lethal and information operation targeting effects that have the potential for substantial impact on the application of resources and planning priorities.
Experience facilitating planning for targeting efforts in support of operation plans and operation orders and knowledge of administrative control (ADCON), operational control (OPCON), and tactical control (TACON) relationships of forces organic to the Command.
Experience identifying the relationship between how FLTCYBER and other Navy staff and forces provide support to commands/organizations (e.g., USCYBERCOM, joint task forces (JTFs).
Experience coordinating staff and material requirements during planning for targeting efforts, including knowledge of and ability to oversee targeting processes for operations and exercise planning.
