This position is located in the Division of Environmental Protection (DEP), Waste Resource and Recovery Branch (WRRB). The WRRB is responsible for the waste management program at NIH, providing professional and technical support in the collection, transport, treatment, recycling and disposal of the hazardous and non-hazardous chemical, medical pathological, general and solid and mixed wastes. Duties

As a GS-1320-11/12, Industrial Chemist, your duties may include, but are not limited to the following: Inspect the hazardous waste storage rooms on a weekly basis at the satellite facilities. Supervise and physically visit the satellite locations during shipment days to oversee operations and ensure compliance with RCRA and DOT regulations. Review operations and actions for hazardous waste shipments including reviewing shipping papers, billing receipts for discrepancies, shipping profiles, and all other related federal and state regulations. Conduct laboratory compliance inspections associated with hazardous waste, solid waste, medical waste as well as compliance with NIH waste management best practices and policies. Conduct awareness training on a multitude of topics (ex. Waste tags, no waste down the drain, how to use the NIH waste guide, etc.) for waste operations at the off-site satellite facilities. Maintain hazardous waste management required documentation which includes but is not limited to: facility contingency plans, EPA ID numbers, hazardous waste biannual report, hazardous waste central accumulation inspection logs, record retention processes for return manifests from land disposal facilities, training records and any other related compliance paperwork for each of the off-site facilities.

Qualifications

In order to meet the Basic Qualification Requirements of an Industrial Chemist, GS-1320 position, you must have: A bachelor's or graduate or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR A combination of education and experience course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to the Basic Qualifications above, you qualify at the GS-11 level if you meet the following qualification requirements: A. Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR B. Have 1 year of qualifying specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting senior chemists with chemical waste sampling and analysis from biomedical research activities; participating in inspections of biomedical research facilities to determine program compliance with procedures and requirements for chemical waste handling and disposal; assisting in chemical waste management training of organizational staff; and calibrating laboratory equipment for chemical and low-level radioactive waste sampling. OR C. Have a combination of post graduate education and experience that meets 100% of the qualification requirements for this position. In addition to the Basic Qualifications above, you qualify at the GS-12 level if you meet the following qualification requirements: You must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: administering the handling, storage, and disposal of chemical or hazardous waste from biomedical research facilities; writing chemical waste reports on biomedical research facility operations; assessing the regulatory compliance of biomedical research facilities for the handling, storage, and disposal of chemical or radioactive waste; and providing technical assistance to organizational staff on the procedures and requirements for the handling and disposal of chemical waste.
