The primary purpose of this position is to create, modify and implement Statements of Work (SOW) and performance monitoring in support of Performance Based Service Contracts (PBSC).

Duties

Creates. modifies and Implements SOW and performs monitoring in support of Performance Based Service Contracts (PBSC) for support or the organization and to meet needs of installation and tenant units. Represents the organization for all necessary contract meetings and conferences. Monitors contractor performance to assure compliance with contract requirements. Evaluates new or proposed contracts and performs and maintains required documentation. Performs other related duties as assigned. Actively supports and participates in Lean events applicable or related to assigned duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Position (Service Contract Specialist). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OPM Quals BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This qualification standard covers positions in the General Schedule that involve the performance of two-grade interval administrative and management work. It contains common patterns of creditable experience and education to be used in making qualifications determinations. Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement, at least one (1) year, 52 weeks of specialized experience at the next lower grade GS-07 grade level (or higher) or equivalent in the Federal Service. Examples of specialized experience includes ability to perform service contract specialist work, evaluates requests to determine need for contract, proper type of contract (service, commodity, firm fixed price (FPP), etc.), develops cost estimates lo reflect cost of material, labor, transportation and other applicable costs and requests funds to cover costs to establish service and/or commodity contracts, is familiar with Computer Aided Drafting and Design (CADD) techniques for various mapping applications, acts as a troubleshooter between the using agency and the contracting officer to report unresolved issues/questions they my impact the organizational resources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in directly related field of study leading to such a degree. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience described above; however, I have completed educationally some graduated-level education as described above. Therefore, I have a combination of specialized experience and education as described above. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of (FAR) for contract services and associated procedures, regulations, directives, and policies. Thorough knowledge of organizational practices and quality requirements. Knowledge of the fundamental principles, concepts, techniques, standards, processes, and guides of service contract writing and management. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
