The primary purpose of this position is to serve as a DoD financial management specialist performing assignments that include special projects such as detection of financial problems, research and resolutions, system improvements and upgrading of existing financial services.
Duties
Performs financial analysis associated with annual appropriations such as Operations and Maintenance (O&M), multi-year funds such as Research Development, Training and Evaluation funds, Family Housing Construction funds, Central Procurement funds, Foreign Military Sales and Working Capital funds.
Monitors budget execution and administration work involving the obligations incurred and the actual expenditures from different sources and types of funding such as direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds.
Evaluates and advises management of programs in attaining goals and objectives, developing and presenting management control charts.
Provides technical and administrative instructions on Dormant Account Review Quarterly (DARQ).
Serves as a focal point for Defense Enterprise Accounting and Management System (DEAMS).

- Incumbent of this position must obtain this certification within two (2) year of entry into this level
- Once certified, the incumbent must meet the continuing education training requirement as outlined in the DoDI 1300.26

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (or will have within 120 days of the closing date of this announcement) of specialized experience at the next lower grade GS-09. Examples of specialized experience includes financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements. Financial management efforts include all aspects of program planning, budget analysis, cost estimating, and cost analysis. Analyzes financial management relationships and develops appropriate recommendations for senior leadership decision support accommodation actions under conditions of short and rapidly changing programs and data call deadlines. Prepares cost summary data for justification of funds and defense for retention of funds in support of valid program requirements. Establishes and maintains control over the maintenance of a program repository for all financial documents and develops program financial management records of the overall financial status of the program. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicants must possess a have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher-level graduate education in a directly related field of study leading to such a degree. NOTE: You must submit copies of your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience described in "A" above; however, I have completed some graduated-level education as described in "B" above. Therefore, I have a combination of experience as described in "A" and education as described in "B" above. NOTE: You must submit a copy of your official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used financial, accounting, and budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to budget preparation and execution.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations.
Skill in formulating, justifying, and/or executing assigned budgets/programs.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial and budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
