This position is located in the Supplemental Nutrition Assistance Program (SNAP), Food and Nutrition Service. The incumbent serves as a Management Analyst and reports to the SNAP Associate Administrator. The Management Analyst is responsible for establishing procedures, tracking assignments, planning administrative support, coordinating logistical support, and serving as a contracting officer representative for administrative contracts. .

Duties

Plans, coordinates, and implements operational support which includes coordinating meetings/schedules, meeting logistics, establishing standard operating procedures for office operations, and tracking assignments due to the Associate Administrator. Serves as a project manager, representing the Associate Administrator, with regards to operational or administrative support projects across the agency, or leading efforts across Divisions/Offices within SNAP. The incumbent consistently deals with administrative issues of critical importance to the effective operation of the Supplemental Nutrition Assistance Program. Program-wide lead for managing and updating the program’s intranet system, organization charts, and program contacts in order to disseminate and share information among key stakeholders internal to USDA on behalf of the Associate Administrator. Serves as the system owner for administrative support or operational systems that operate across all SNAP Divisions/Offices.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-13 grade level: Applicants must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal and or Public Service. Specialized experience is defined as: Administering various communication sources of information according to project scope or schedule; Managing interactions across multiple work streams for projects; Planning program operations and administrative processes; and Developing written reports, position papers and making recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
