Duties
As an EQUAL EMPLOYMENT SPECIALIST at the GS-0260-12/13 some of your typical work assignments may include:
Serves as an Equal Employment Specialist responsible for providing advice and assistance to supervisors, managers and employees, and as an Equal Employment Opportunity (EEO) Counselor responsible for providing timely, efficient and complete counseling services to all employees.
Serves as an ombudsman to resolve EEO matters expeditiously and fairly; improve employee relations with management; and encourage the resolution of complaints at the lowest level within the organization.
Facilitates conflict resolution as well as the development and administration of the Agency's pre-complaint and formal complaint processes.
Provides advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues, requirements, and alternate dispute resolution.
Advises Office Chief and managers on problems affecting such actions as recruitment, promotion, training, and retention of women, minority, and disable employees and applicants.
Gathers data relating to employment of women, minorities, and people of disabilities to determine trends.
Furnishes feedback to the Office Chief on program effectiveness as it relates to the Affirmative Employment Program Plan, personnel practices or other management activities which have an impact on Equal Opportunity (EO) programs.
Engages in dialogue with managers and supervisors to foster understanding, minimize disputes, improve employee relations with management, encourage effective human relations on the job and work harmoniously toward the common goal of accomplishing the mission.
Provides complaints counseling with full authority to make inquiry into, counsel, and resolve informal complaints of discrimination.
Assures those requirements for pre-complaint counseling and processing are in compliance with all federal, Department of Defense, and DTRA regulations and guidance.
Conducts pre-compliant counseling and inquiries into the specific incidents and claims identified by aggrieved applicants, employees, and/or former employees.
Interviews individuals who can provide direct information on such claims of discrimination and gathers relevant documents and data to help reach a resolution of the claims raised and/or referral to Alternative Dispute Resolution (ADR).
Prepares comprehensive written reports containing relevant information about the aggrieved person, jurisdiction, claims, bases, requested remedy, and whether or not the aggrieved elected to participate in ADR.
Provides managers, employees and applicants with technical guidance on the pre-complaint and formal complaint processes and procedures and other available avenues of redress.
Provides the DTRA ADR Advisor with relevant information to coordinate administrative and logistical arrangements for those disputes selected for ADR, through mediation, facilitation or other ADR technique.
Tracks complaints' processing to assure progress and compliance with timeliness requirements.
Advises the Director of difficult cases and deals with complex or difficult allegations, as appropriate.
Monitors complaints to ensure effective and efficient completion and to take action to expedite complaint processing when necessary.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience providing advice and assistance to supervisors, managers and employees, and as an Equal Employment Opportunity (EEO) Counselor responsible for providing timely, efficient and complete counseling services to all employees.
Experience resolving EEO matters expeditiously and fairly; improve employee relations with management; and encourage the resolution of complaints at the lowest level within the organization.
Experience facilitating conflict resolution as well as the development and administration of the Agency's pre-complaint and formal complaint processes.
Experience gathering data relating to employment of women, minorities, and people of disabilities to determine trends.
Experience conducting pre-compliant counseling and inquiries into the specific incidents and claims identified by aggrieved applicants, employees, and/or former employees.

You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Experience providing assistance to supervisors, managers and employees, and as an Equal Employment Opportunity (EEO) Counselor responsible for providing timely, efficient and complete counseling services to all employees.
Experience assisting with resolving EEO matters expeditiously and fairly; improve employee relations with management; and encourage the resolution of complaints at the lowest level within the organization.
Experience assisting with facilitating conflict resolution as well as the development and administration of the Agency's pre-complaint and formal complaint processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
