This position serves as a Supervisory Printing Services Specialist in the Production Management Branch, Harry S Truman Division, Office of Global Publishing Solutions, Deputy Assistant Secretary for Global Information Services, Bureau of Administration (A/GIS/GPS/HST/P), in the U.S. Department of State (DOS).
Duties
Directs Branch staff in the performance of bindery, duplication, distribution, and supply services at the HST printing facility.
Formulates, develops, and issues policies and procedures for the Branch's bindery, reproduction, distribution and supply functions and advises and assists management in enhancing bindery and duplication functions and operations in the printing plant.
Oversees scheduling and performance of equipment maintenance, manages inventory of supplies to ensure minimum waste and spoilage and further ensures accurate records of
equipment are kept.
Determines priorities and planning the work to be performed by the staff; developing and implementing GIS, GPS and printing plant policies, practices and procedures.
Establishes special program emphases, including those required under the Equal Employment Opportunity Act.

Qualifications
Applicants applying for the GS-11 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service to successfully perform the duties of the position.
Examples of qualifying specialized experience include:
Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
Managing a printing plant that produces printing either for the government or private industry customers.
Performing production control work in a large printing plant.
Serving as a sales representative for a wide variety of printing equipment.
Analyzing the price and cost of preparation and production of printing.
Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
In addition, qualifying specialized experience must demonstrate the following: ability to lead a team or workgroup; thorough knowledge of all phases of printing and binding processes; knowledge of warehouse work involving receiving, storing, selecting and shipping of general or specialized materials and equipment; skill in writing clear, concise, language for printing processes.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university with a major field of study in education or a subject area related to the position to be filled;
OR
C. Have a combination of graduate education with a major field of study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics AND specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
