As a Program Analyst (Recent Graduate) at the GS-0343-9 level, you will be part of the U.S. Office of Personnel Management's, Planning, Performance, and Evaluation Group, responsible for analyzing a wide array of strategic and operational issues to solve problems and improve organizational performance.
Duties
Analyzes data to identify trends and performance deficits, draw conclusions about changes in trends or causes of variance, and support operational and strategic decision-making.
Assists in the communication of critical performance information to executives and program managers via reports and presentations.
Serves on project teams to develop agency-wide strategic plans, annual performance plans, performance reviews, annual performance reports, and other plans, reports, and reviews.
Identifies and drives interventions to improve results based on the analysis of data.
Reviews submissions for strategic plans, annual performance plans, performance reviews, performance reports, and other plans, reports, and reviews for adherence to leading practices and compliance with requirements.
Provides advice and guidance to senior leaders, managers, and analysts on strategic planning, organizational performance management, process improvement, evaluation, or related issues.
Qualifications
Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.
Applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-7 level in the Federal service (obtained in either the public or private sectors) which required you to perform the following duties:
1) analyze organizational performance results to identify trends and variances from targets;
2) create charts to visualize organizational performance data using PowerBI;
3) develop written reports and presentations to communicate organizational performance information; and
4) assist with the development of strategic plans. (Note: your resume must fully support this response otherwise you will not be rated qualified.
OR
Have a Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher-level graduate education leading to a master's degree or LL.B or J.D, or related, in Public Administration, Public Affairs, Public Management, Public Policy, Analytics, Statistics, or other related degrees.
Education at the graduate level in an accredited college or university in the amounts required for positions at GS-7 through GS-11 positions must demonstrate the knowledge, skills, and abilities necessary to do the work.
You must also submit a writing sample of previous work that is no longer than two pages. Only the first two pages of the writing sample will be reviewed. The writing sample must be of previous work that demonstrates your writing proficiency.
To meet the Recent Graduate Program Eligibility requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.
