This Military Service Coordinator (MSC) serves as a member of the Military & Outreach Team with the Veterans Service Center. Military Service Coordinators (MSC's) operate out of designated out-based locations and the VA Regional Office (VARO). The mission of Military & Outreach is to provide benefits dissemination briefings and claims intake to transitioning active duty, reservists, and guard members as well as Veterans throughout the community during Outreach programs and events.

Duties

The MSC is an integral part of the Pre-Discharge Program Team that serves as a case manager in the Disability Evaluation System at military facilities in the State of South Carolina. The MSC performs liaison activities with multiple military departments, the Transition Assistance Program, and service organization staff while coordinating with his/her supervisor regarding program objectives and methods used to attain the same. Duties include, but are not limited to: -Conduct comprehensive transition assistance briefings to large groups of servicemembers using a wide range of briefing techniques and communication skills. -Prepares briefing slides and content for specific topic briefings for military and community events -Perform liaison activities with Military command structures to properly schedule and conduct transition briefings. -Explains benefits programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, & inputs data necessary to properly develop claims. -Conducts thorough Service Treatment records reviews to ensure appropriate disabilities are included on VA claim forms. -Serves as intake specialist ensuring compensation and pension claims are received, established, exams ordered, developed, and properly routed for processing. -Demonstrates ability to work independently, adjust to changing work schedules and locations and to handle differences in opinions in a businesslike fashion. -Recommend changes to work processes and/or policies to enhance customer service. -Consistently and conscientiously exercise sound and equitable judgement in applying stated laws, regulations, policies, and procedures to ensure dissemination of accurate information. -Prepares, composes or review correspondence prepared for the purpose of obtaining and supplying information. Work Schedule: Full time, Monday through Friday, 8:00AM to 4:30 PM. Telework: Available, as determined by the agency policy. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to applying the laws, rules, and regulations applicable to Veteran benefits programs to analyze submitted claims and make eligibility determinations. Additionally, for the GS-11 grade level specialized experience must include serving as a liaison between government personnel (inside and outside the organization) representatives of business and industry OR counseling veterans, their dependents, and their beneficiaries regarding their benefits.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must submit transcripts) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
