You will serve as a SUPERVISORY TECHNICAL DIRECTOR in the Integrated Joint Fires Center (J8IJF), Joint Innovation and Experimentation Division (J81), of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will work with members from all uniformed services, DOD civilians and coalition partners to develop solutions and recommendations. You will plan, organize, and lead others in comprehensive studies or projects and preparing accurate, technically sound recommendations. You will describe situations, problems, analyses and conclusions in a clear and succinct manner to general/flag officers, senior staff, and international partners. You will distinguish between technical and non-technical audiences and tailor communications to achieve desired Headquarters messaging. You will be responsible for the development, direction, and implementation of the Integrated Joint Fires Center (IJFC) and its future plans to achieve integrated joint effects throughout the Indo-Pacific AOR. You will be responsible for policy planning and guidance on integrated joint all-domain fires and associated intelligence support to targeting and assessment of desired effects.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector, demonstrating mastery knowledge of, and skill in applying, policy and planning concepts/practices and interrelations of multiple IT disciplines. Specialized experience must demonstrate performing duties such as the following: 1. Utilizing and understanding IT policies, processes and procedures along with demonstrated experience in Joint network planning, execution, and assessment. 2. Applying and integrating joint lethal and non-lethal fires across a common data layer leveraging real time intelligence. 3. Developing and analyzing new policies, processes and procedures related to Joint Campaign, Contingency, and Crisis Action response processes and procedures. 4. Executing information, non-kinetic, and cyber operation assessment frameworks. 5. Understanding of military command structure, military staff organization, and operations at a Combatant Command or equivalent strategic-level organization. 6. Establishing and maintaining extensive liaison with multiple Tier 0 organizations both within and outside of the DoD. 7. Negotiating effectively with management to accept and implement recommendations for command positions on extremely sensitive, highly classified and vitally important capabilities. 8. Communicating the organization's position on an issue to a broad global audience by telephone, video teleconference, and by traveling to interact personally.
