About the Position: This position serves as a Program Analyst (Knowledge Management) within the HQ AMC. This position is located in Redstone Arsenal, AL.
Duties
Develop and implement policy and program guidance governing the implementation and execution of Knowledge Management (KM) initiatives in concert with other DOD, and Army Knowledge Management initiatives.
Applies processes, practices and techniques for the production, management and sharing of both explicit and tacit knowledge across the entire USAMC community, using a wide array of Knowledge Management technologies.
Advise senior leadership, develop Knowledge Management strategies, establish requisite practices, identify necessary resources, and monitor program progress for long range implementation to ensure goals and objectives are satisfied.
Serve as Knowledge Management transformation/change agent; conduct studies to identify Government and commercial KM best practices; establish methodologies to incorporate best practices within the command.
Develop strategies to stimulate tacit and explicit knowledge exchange; and implements processes for identifying and incorporating formal lessons learned and informal observations, insights and lessons, throughout the organization.
Requirements
- Must be able to obtain and maintain a top secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is 10%.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes plans, develops, and implements policies and procedures command-wide; identifying capability gaps, developing strategies, and integrating Army/DOD best practices using various techniques and technologies. Including (2) experience in data sharing and presentation (collaboration) and must be a subject matter expert on content management for the USAMC Knowledge Management sites, (3) to include efficient interface and management with the Army Lessons Learned Information System, Center for Army Lessons Learned, Army mil suite platform, and other existing/future Army and DOD websites and portals; such as organizational performance support systems; hard-copy and electronic document management; decision support systems; Web technologies; portals and knowledge management repositories; Technical Writing; Database Technologies, Library, and Information Systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
