The primary purpose of this position is to serve as Director of Staff exercising managerial and second level supervisory authority over the Wing's Command Staff operations, assists the Wing Commander and Vice Commander maintain the organization mission over the 505th Command and Control Wing to include 13 GSUs.

Duties

Plans, organizes, and oversees the activities supporting the wing commander and vice commander. Exercises supervisory personnel management responsibilities. Directs and guides policy formulation for the conduct and operations of wing staff and group functions. Represents the organization at executive level meetings with higher headquarters, and with contractor / industry representatives. Functions as wing's Workflow Manager. Serves as the project leader responsible for leading complex projects, often cutting across organizational / activity lines.

  • Must be able to acquire and retain a Top Secret (TS) clearance with SCI access in order to fully perform the duties and responsibilities of this position.

  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may require moderate travel away from the normal duty station on a military or commercial aircraft.

  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position, the incumbent may be subject to random testing for drug use.

  • This is a TERM position, not to exceed 2 years. Severance Pay is Not Authorized. A break in service of more than 3 calendar days is required for permanent federal internal and transfer employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include managing and coordinating the collective efforts of a multi-disciplined staff to accomplish organizational goals; developing and defining critical success factors to operational effectiveness and facilitating process improvements; devising short and long-range goals for manpower, personnel, budget and planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation. Skill and ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
