You will serve as a FINANCIAL MANAGEMENT ANALYST of SURFACE WARFARE OFFICERS SCHOOL. Salary range: GS-09: $57,824 - $75,168 per annum GS-11: $69,961 - $90,946 per annum

Duties

You will prepare annual Department Of Navy Budget submission and provide a complete package to the Deputy Comptroller/Comptroller for approval. Submit in the applicable system after approval. You will prepare Midyear review and provide complete package to the Deputy Comptroller/Comptroller for approval. Submit in the applicable system after approval. You will review all funds loaded or transferred within the financial systems and ensure systems remain in balance. You will prepare end of year actual execution exhibits for review by the Deputy Comptroller/Comptroller and submit in the applicable system after approval. You will track burn rates daily to ensure execution is aligning with phasing; make correction recommendations to Deputy Comptroller/Comptroller when out of alignment. You will serve as the commands SLDCADA Timekeeper: ensure all civilian personnel are accurately loaded into SLDCADA, verify bi-weekly timecard certification is timely. You will prepare and submit all monthly labor reports, and verify all labor transactions post correctly to the General Ledger and take corrective action when errors occur.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use knowledge of the financial management policies, precedents and procedures to advise management; 2) retrieve and analyze reports by using the financial management systems; 3) Skill in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; 4) Formulation of budget estimates for programs in which funding requirements have changed significantly; and 5) identifying and analyzing budget problems to develop alternative solutions. Specialized experience must demonstrate the following: 1) Advise management on financial management and budgetary policies, precedents, procedures, and regulations; 2) Use knowledge of administrative and financial management systems to extract data; 3) Ability to identify, analyze, and resolve a range of budgetary problems; 4) Identify and analyze budgetary problems and develop alternative solutions.
