Organizational Location: These positions are located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigation, in Greenwood Village, Colorado and San Diego, California.
These are non-bargaining unit position.
Duties
As a Management and Program Analyst, at the full performance level, you will perform the following duties:
Implement, coordinate, and/or oversee a variety of management programs impacting the organization's activities, providing technical assistance and support to management in a variety of matters relating to planning activities.
Plan and/or conduct special studies, preparing and/or providing briefings and presentations on analytical findings and recommendations.
Develop, implement, and/or monitor management information systems.
Develop new and/or recommend changes to existing issuances, directives, and policies.
Evaluate the applicability and effect of new or proposed legislation, executive orders, agency directives, and other agency decisions on organizational operations, managerial programs and requirements.

You qualify for the GS-11 grade level if you possess one (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
Conducting studies of clerical work processes to identify, analyze and recommend solutions to problems in organizational structure;
Using qualitative and quantitative analytical techniques such as literature searches, work measurement, task analysis and job restructuring;
Assisting in liaison functions with other organizations, including effectively presenting the organization needs and establishing harmonious working relations with counterparts; And
Assisting in the planning assists of special studies. OR
Education: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or a LL.M., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and activities necessary to do the work. OR
Combination of Education and Experience: Combination of successfully completed graduate level education and experience. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
Implementing, coordinating, and overseeing a variety of management programs;
Developing, implementing, and monitoring management information systems that focus on program goals; And
Recommending and issuing policies, issuances and directives that lead to the oversight and coordination of identification analysis.

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. The actual salary range will be based on the applicable locality pay for the selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
